Each year, FEMA publishes a Notice of Funding Opportunity (NOFO) for the Homeland Security Grant Program (HSGP) and several related programs. HSGP itself is made up of three components — the State Homeland Security Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG) — funding planning, equipment, training, and exercises tied to preventing, protecting against, and responding to acts of terrorism. Most HSGP funding is a subaward: FEMA sends it to a state's Administrative Agency, which distributes it to local and tribal governments. Other programs — like the Nonprofit Security Grant Program and Port Security Grant Program — allow eligible organizations to apply directly. Knowing which lane your organization falls into is the first step, and it's where most applicants lose time.

Yes, for certain programs. The Nonprofit Security Grant Program allows eligible nonprofits, including houses of worship and community centers, to apply directly to FEMA without going through a State Administrative Agency.
SHSP and UASI are subaward programs — FEMA funds your state's Administrative Agency, which then distributes money to eligible local and tribal governments. NSGP and PSGP are direct-apply programs, where your organization applies straight to FEMA.
Competition varies by program and year, but demand consistently outpaces available funding, especially for direct-apply programs like NSGP. A well-documented risk justification and a clear, fundable project scope both matter.
